Against Sexual Harassment

Internal Complaint Committee Cell (ICC) of ARGUCOM:

The duty of Internal Complaint Committee Cell (ICC) of ARGUCOM is to prevent, sensitize, and redress sexual harassment at ARGUCOM. The Assam Rajiv Gandhi University of Co-operative Management has introduced and brought into force (Internal Complaint Committee) ICC through Ordinance 49. The Ordinance is based on the Government of India’s policy against Sexual Harassment. It seeks to maintain and create an academic and work environment free of sexual harassment of women associated with the ARGUCOM as students, teaching and non-teaching staff members.

Objectives of Internal Complaint Committee Cell (ICC) of ARGUCOM:

  • To enlighten the women students about their legal rights and to strive towards the empowerment of the women through the promotion of gender amity and programmes concerning women welfare.
  • To create a congenial working environment which is free of sexual harassment or gender based discrimination for all women as students, teaching and non-teaching staff members.
  • Encouraging to express their grievances/ problems freely and frankly, without any fear of being victimized.
  • To form/ review the guidelines/ policy for redressal of the grievance as required from time to time, this may be in accordance with those issued by Supreme Court and Government Agencies.
  • The committee will arrange programs on Women’s Day and at other times, as is deemed necessary.
 

The Committee will Admit Complaints from:

  • Female employees on harassment and discrimination in the workplace by other employees.
  • Female students on harassment and discrimination in the classroom and in relation to academic activities by faculty and staff
    (Student to student cases will not be handled and will be referred to the Dean Student Affairs).
  • Female residents on harassment, assault and other forms of misbehavior by employees.
  • The committee will follow relevant Acts, Rules, OM of Government of India and Court Orders etc as applicable from time to time.
  • The Committee will report to the Vice-Chancellor.
  • The Committee will institute Enquiry Committee as it deems fit to examine particular complaints.
  • The Committee will make recommendations on actions to be taken on specific complaints.
 

Sexual Harassment Includes:

  • Unwanted physical contact and advances
  • Demand or request for sexual favours
  • Sexually-coloured remarks
  • Display of pornography
  • Any other unwelcome physical, verbal or non-verbal conduct of a sexual nature
 

Complaints:

  • Any student, resident, faculty member or non-teaching staff may lodge a complaint against any student, faculty, non-teaching staff member, resident or outsider to any member of ICC. The Committee will report to the Vice-Chancellor Complaints will be treated as strictly confidential.

Penalties:

1. For Students
  • Warning
  • Debarring access to campus/hostel
  • Debarring from exams
  • Withholding of results
  • Expulsion from the University
  • Denial of readmission
  • Written apology
  • Bond of good behaviour
 
2. For University Employees
  • Warning
  • Written apology
  • Bond of good behavior
  • Adverse remarks in the confidential report
  • Debarring from supervisory duties
  • Denial of membership of statutory bodies
  • Denial of reemployment
  • Stopping of increments/promotion
  • Reverting, demotion
  • Suspension
  • Dismissal
  • Any other relevant measure
 
3. For Others including Retired Employees of the University
  • Denial of access to the campus
  • Denial of any dealing with the University
  • Any other relevant measure
 

Any information about sexual harassment of any woman student, faculty member, non-teaching staff, contractual employee of the University within or outside the campus should be immediately brought to the notice of the members of the ICC either verbally or in writing so that appropriate action may be taken without delay.
